JAILER CLIFF GILL'S STATEMENT ON THE DOJ INVESTIGATION

Today (August 16th) The US Department of Justice will make its third tour and inspection of the jail in the last six years. The other tours were made in November of 1998 and October 2002. The DOJ is in search of constitutional violations under the Civil Rights of Institutionalized Persons Act. I have continually questioned and debated the need and reason for this investigation.

The DOJ has requested to inspect all grievances, incident reports and jail logs from September 2002 to present. I answer all grievances and review all incident reports and logs. In preparing these documents for The DOJ inspection I have found NO evidence of constitutional or civil rights violations.

I have decided in the best interest of the county and my own well being I will not be in the jail all this week (August 16th thru August 23rd).

I've been the only barking dog during this six year process so I'm going to do like most barking dogs eventually do I'm going to lay in under the porch and see what happens.

I'm leaving the situation in the capable hands of my staff. Medical Supervisor Bill Adams will be in charge of the inspection of the medical department, which I feel is the most critical.

County Administrator Steve Doolittle, County Judge Executive Danny Orazine, County Attorney Dan Boaz and Medical Consultant Gene Baldwin have indicated they will be in the jail during the tour. Deputy Adams and the staff know how to contact me should I be needed to make a decision about any problem or jail incident.
